blocking ext from dialing 411 and long distance 1

I'll assume CICS.
You'll need to build a filter to restrict 1,any, and 411, then assign it to the extensions you want to restrict.
You'll find filters under Terminals&Sets/Restrictions. Pick one other than 2 or 3, and add restrictions accordingly. Then under Set Restrictions, apply that filter. You can use the Copy button to apply those restrictions to other extensions.
