Blocking E-Mails, not working

This issue is happening to me, and a few users. Could be more, but some users, may not be reporting the problem.
The problem is concerning blocking incoming umwanted e-mails. Some e-mails even after been blocked are still showing up in the Inbox. If an attempt is made to block the e-mail again, a message in the dialog box, lets you know that this particlar e-mail's domain is already on the blocked list, in the Rule.
I checked, and according to IBM, this happens in versions, 7.0.3, 8.0, and higher. We are using 7.0.2FP1 on our server, and 6.5.2 on our clients, so IBM is wrong concerning the versions.
Is there something that I can change in either the client or server Notes.ini File? Or some other fix?

What design template is used for the mail files - 6.5 or 7? I've noticed that if the .nsf file's design doesn't match the client version, strange things like this will happen - although the block list has been quite problematic for several versions now.
