Not sure exactly what you mean, but how are the users initiating the Collect call or are they accepting collect calls?

I hope your "locale" is Brazil.
If you switch your locale to Brazil then you get the option
"Can Accept Collect Calls:"

From the docs;
Can Accept Collect Calls: Default = Off [Brazil Only]
Determines whether the user is able to receive and accept collect calls.

I do not want incoming links are paid by my company, to collect links. I am in Brazil I do not know how these connections are called in other countries, is used at the beginning of a code number, such connections are usually made from public telephones

Open the Manager Goto;

User > Telephony > Suppervisor settings > untick "Can Accept Collect Calls:"

The options that appear to mark or unmark are:

Call waiting active
Answer call waiting (analog)
Busy with call waiting
Unable to call-out
Terminal care of automatic
Intrusion permitted
Intrusion not allowed
Forcing logon
Force Account Code

Phone System
Inhibit Redirecionaento / Transfers outside Cental
Book last AC
You can track calls
Tap Short

I did not find the option "Can Accept Collect Calls:"

Goto;

System > System Tab > Locale > select Brazil in the pulldown menu.

Be carefull, all users will now heve the Brazilian locale, so al Voicemail messages wil be in that language.

You can always select a different locale on the user.
