Blocking Access by Country

The real answer is NO. Unless you have control over internet routers upstream from your site. Even this is not reliable.
blocking sites with foreign domain names lie. .ru, .jp, .uk, etc is not reliable, not all foreign addresses will have distinctive information (those using plain ip addresses instead of domain names).
Unless you have top level (up stream) access to internet hardware it is not possable; even then it is not completely 'possable' to block agressive attempts to reach your site.
