Blocking a lot of numbers from being called - SV9500

I have a list of 2,000 phone numbers I want to block system-wide from being called. I've been using ADNPRL up until now, for individual numbers. But when I use Clipboard to upload this list of numbers, it only goes up to 850 numbers that I can enter. Per the manual, I can use the DDMO command to check memory usage, and sure enough, it shows that the Local Data Memory is full. Any idea how can I get around it and block all the desired numbers from being called?
 
I found in the manual that I can change the memory size in ASYDL Index 513 to 0F. With that, I was able to load all the numbers I needed. But now it goes into another issue. This list changes all the time. So what I'm really looking for is probably that the SV9500 queries an external server (where this list is stored as is always current) to see if a dialed number is ok to call or not, and allows or denies the call based on the response.
