Blocked Route Pattern

Hi,

I wish to block calls to a certain number for all users of the phone system - I can create a Route Pattern and set it to "Block this Pattern" but how do I ensure that this RP will apply to all users?

Put the RP in a Partition that is in everyones Calling Search Space and that it is the most specific pattern to that number.
