Blocked calls

We use CM 6.2, we have several users who wanted the clinic number to show up when they are making calls, because there are issues with patients calling them back directly. So I used the public unknown table to set the digits outpulsed. The issue that we are coming across, is that they now have several patients where they call and they get a message that the call is blocked. So then I took the extensions out of the public unknown, but left the setting to not send name and number (tab 2 on the station form) so that it would send out the trunk number, and they still couldn't call certain patients. I had to just completely unmask their numbers and set calling name and number to Y so that they could call through to patients.

Looking for any advice in this. It seems like more and more, mask numbers are not allowed to call certain people. I don't know much about it, thought I would see if anyone has also had this problem?

Sip or pstn? Assuming pstn. Who is the carrier of the number you are outpulsing? Is it the same carrier when the call goes out the trunk?
 
Does the carrier have the clinic name attached to the clinic number? Many times if they are just sending the number, but not also the name, some services mark the call as a spoofed number.
 
Some carriers will not allow you to change the out-pulsed number to a number that is not part of the trunk group. i.e. your DID ranges assigned to that trunk group. I see this more on the international side. but it all has to to with spoofing, or anti-spoofing laws.
