Block outside calls transfered to some DNs?

I have a small number of phones on a branch office that need to be blocked from receiving outside calls. These phones are in an inmate area in a jail facility. Any thought on how I might achieve this? CS1000E 5.0

Ooops, now they can't call each other. Maybe FR1?

The problem I ran into was that the phones I wanted to restrict are analog & local to the branch office. They were trying to call other phones in the complex that are IP & attached to the main office. FR1 seems to have done the trick.

FR2 blocks any call that goes via a trunk

Remember if it doesn't work hit it harder
