Block Outgoing in Exchange

Hello Guys,

I have about 600 users in my environment and I don't want all 600 to have the capability to send internet e-mail. Is there a way to accomplish this in exchange. Is there a way to add users, that I don't want to send e-mail externally, to a group and apply permissions to that group. I am not sure if this task is possible in Exchange. Any help would be greatly appreciated.
