Block outgoing calls

Can anyone tell me how to set up a 2008 to accept incoming calls, but block or do not allow outgoing call.

DEPENDS ON HOW FAR YOU WANT TO GO WITH DIAL OUT, YOU CAN TRY NCOS, TGAR, ALSO IN THE CLS YOU HAVE CTD-CUN-TLD-SRE-FRE. THERE ARE A NUMBER OF WAY YOU CAN DO IT

try changing ncos to 0 and cls fre.. without seeing your routing tables, that would be my 1st try. unless you want to block internal calling also, if so what is the station type.
