Block MOST Internet Sites

Hi All,
I have a GPO that changes the proxy settings for computers so that the computer can only get to local intranet pages.

It's been brought to my attention that we now have a couple of (being two or three) that the users absolutely need access to.

Is there a way via GPO that I can block all of the internet with the exception of these select few sites?
