Block Forwarded calls to mailbox Audix

You can block incoming calls that transfer to voicemail from receiving messages with the bulletin board feature. But this still enables users to get forwarded messages within the system. Is there anyway to block a mailbox from getting messages all together?
 
Why even have a mailbox if you dont want the user to recieve any messages? Eliminate it and you are all set.
 
We migrated users over to a new unified messaging system. The Audix accounts are still active so they can retrieve old messages. I just want to make sure they can't recieve forwarded messages. We have 2000 employees and we're cutting them over little by little.
