Block external calls from 1 extension

Hello gang, we have an antiquated Toshiba Strata CTX phone system and are using the winadmin 2.10d software for administration. For one of our extensions, I need to block all external calls and only allow the calling of internal extensions. Can someone please help with this? Seems like it should be a fairly simple task but I have searched high and low within the software and nothing really jumps out. Any help would be greatly appreciated.
 
It's been a while since I looked in there, but I believe on my DK280 I used Verified Account Codes and Toll Restriction to accomplish this task. I decided to not completely block the use of the phones (in my case in public areas) in case I needed them in an emergency. I have 3 account codes set up for the system, and on the phones I want to restrict I have the Forced & Verified Account Code features checked. The way I have it set up 9-911 is programmed as a toll restriction override, and then my level 1 code allows you to dial local, the level 2 code adds local + 8XX numbers, and the level 3 code allows full access. This works quite well for me, and I can add or delete the restriction on phones just by enabling forced account codes and account code verification.
