Block all external mail traffic 1

How would I block all incoming and outgoing email for a particular user without blocking internal (within the site) mail traffic? I still want to allow certain users to have full blown internal and external mail, but some only internal mail? All users would still have all of the other (contacts, calendar,etc.) Outlook 98 functionality. Server is Exchange 5.5 SP4 and Outlook 98 client. Any thoughts...
 
Delete the person's SMTP address in their mailbox settings on the server. That will keep them from getting mail. To keep them from sending mail, add their system's IP address to the list of hosts that are not permitted to route mail. That setting is found in the Internet Mail Service Connector, on the Routing tab.

Will this still allow them to send interoffice (same site) internal mail?
 
Yes. Internal (MAPI) mail doesn't use SMTP addresses, and doesn't follow the Internet Mail Connector's routing rules, AFAIK.
