Block all but in state area codes

the customer wants a css that will allow all local area codes and block the rest the route patterns I am using are not working any help would be appreciated

create a local partition and a LD partition
Create a LDcss and include both partitions above
Create a LocalCSS and only include the local partition

Change all local route patterns to the local partition and the long distance to the LD partition.

If you have a generic route pattern for all, you'll have to break them up and identify local vs LD.

Don't know how the dialing plans work in the US, but isn't there a route filter you can apply for local area codes on de route pattern instead of breaking up route patterns?

(The above steps as whykap told should be implemented. But if a route filter can be applied the last step will be much simpler with it. Instead of creating all different route patterns)
