Block a specific phone from dialing out (Except 911)

I have a manager that needs me to block a phone from dialing out(even with an access code). I am new to the definity world . I used to work on Meridian systems in the past. Any help you can give me would be appreciated.

I have a COR (Class Of Restriction)set up on my switch for outward restricted calls. On the Calling party restriction, one of the otions is outward.

Thank you for the suggestions. I have tried it both ways. The first suggestion still lets me use an authorization code to dial out. The second suggestion works great but I am unable to dial 911. As soon as I press the 9 for an outside line, I get the tones. Any suggestions? Thanks so much for the quick response!
 
Change the COR. You need to set the calling party restriction to all-toll you will see a dashed line appear half way down the form. Press F3 or enter to confirm the change. Enter command change toll 0. On the right hand side of the screen you will see unrestricited call lists designated by numbers 1 - 10. choose a number that has no x marks in the lines below. Now enter change toll 9. You will see on the left hand side of the screen 911 put an x mark in the number of the unrestricted call list you have chosen. Mark sure there are no other x marks in this call list so the user will not be able to dial numbers that are present in the dial string on the left hand side. Press F3 or enter to confirm the change. Now enter change COR ? enter the number of the unrestricted call list on the first dash half way down the page. Press F3 etc. Enter change station xxxx and assign the COR to this station.

I am trying to follow your instruction but when I enter the change toll 9, there is nothing on the left hand site that says 911. Am I missing something?
