BLN Router Octal Sync Interfaces Stuck in Init State?

We just installed an Octal Sync card in our BLN running 15.2 code, with the goal in mind of creating a multilink PPP connection to a remote router. However, the interfaces remain stuck in an Init state. Any idea what might be causing this?
 
Check that you IP addressing is correct and that your subnet mask is correct. Are you area IDs identical on both ends? Also make sure that your OSPF interface types are identical, such as NBMA or Point-to-Point.
 
Thanks for the suggestions, but they do not apply. If the sync interface has not completed the Init process, it has not reached a state where such things as IP addresses, site IDs, and routing protocol parameters matter. After speaking with Nortel about this, it seems that the card is faulty. They are shipping me a new one. If that one also does not work, I'll be back!
