I am troubleshooting my Panasonic TVS100 Voice processing system which is hooked up with D816 and my boss is thinking about replacing this system. The TVS100 is making a slight staticy sound and the light stays off for 8 seconds.... blinks red 4 times and repeats this process. There is nothing wrong with any of our phone lines. Why is this noise happening and why is the light blinking like this?? Anyone know??? Please Help!!!

Sounds like the hard drive is gone in the unit

OK BUt how do I know this? everything is working properly my boss just wants me too look for another one on Ebay because he thinks it is about to go only based on the fact about the flashing light and that the unit itself is making a noise like static or like its loading .

When you say everything is working,that is the telephones the voicemail unit is only for voicemail...
the flashing light is because the unit is not communicating with the system
the flashing of 4 pause then 4 is the code for hard drive not working
the clicking/loading noise is the noise of a failed hard drive
