BLF stopped showing status

I have two different locations having this same issue. The BLF key will stop showing the status of the other phone but, after a reset of the effected device it works.... only to have the problem roll to another phone in that same call pick up group. The BLFs work as speed dials. Only the flashing to show status has stopped. If the user unplugs the phone or if we perform a RESET of the phone, the flashing returns. It continues to roll through the entire group.

What registration is restoring upon the reboot/restart of these devices? How do I isolate this problem?

Version of cucm?
Phone models?
Are you using side cars for the blf keys or are they on the phone buttons?

CUCM is 8.6
The phones are 7965s
The situation is happening in one group with BLFs on both sidecars and the phone
The situation is happening in anonther group that only has BLFs on the phone

All devices involved are 7965s, SCCP, 45.9-0-3S

The sidecars that are involved would be 7916 v2.

I'm going to try to upgrade the firmware of the devices and see if that clears the issue.
