BLF on 7310 appears inverted

Trying to find documentation on how the Busy lamp fields (Pn NT8B91) are supposed to behave on a Norstar 7310, but can't locate any manuals; nortel.com-. It seems that the bottom half of the block lights up when the buttons top intcm is in use and vice versa. Pressing the shift key and monitoring made no dif. Hard to believe this is how it's supposed to work. Thanks for any leads.
 
is any phone plugged into that port doing the same thing or is it just that phone, it might need replaced.
 
Remember the M7310 top buttons shift UP so the unshifted buttons will be on the bottom. The busy lamp field will mirror the buttons so you can program and monintor any stations you like. Just program the buttons (F*2) with the stations you want to monintor.
