Blank screen after logon in windows 2003 server

I'm running windows 2003 and am having problems getting it to boot correctly. I get to the logon screen and enter the right info. It starts logging on, then just stays blank. I get to the point where it looks like everything is working properly, but theres no start menu, no desktop icons, nothing. I cannot simply reload the OS due to liscensing issues and need to be able to log this machine on. PLEASE HELP!
