Blank e-mails

I am running exchange 2000 with SP4 and Outlook XP (2002).

Every so often we receive e-mails that are completely blank (no subject and no message).

They are received from different sources and are received by different users (and mail enabled public folders).

is this an exchange configuration problem, or should I be speaking to my ISP?
