BlackBerry Connect Enterprise Activation?

I have been using BlackBerry Connect 4.0.0.97 on a HTC Kaiser under Windows Mobile 6.1 for about 4-5 months and it's been working perfectly. I decided to wipe the device to try to clear some performance issues I have been having (nothing too serious but hey it's Windows and a re-install every so often doesn't hurt does it?). The IT department said it wouldn't be a problem for them to regenerate an Enterprise Activation Password so resetting shouldn't be a problem.
OK, did the reset and then re-installed BB Connect 4.0.0.97 from the .cab file. After a reboot it automatically connected to the blackberry.net APN and I attempted the Enterprise Activation using my email address and the password I was provided by the IT dept. It started to activate then came back with a message similar to 'Activation failed, contact support'. I tried again but the same message appeared. Then I noticed the APN connection dropped and when I tried the activation again I get a 'Not Connected' message telling me 'Enterprise activation will be pending until connected'. If I suspend and then re-activate the service from the status page I can see the APN connection connecting and then the Service: status goes from 'Not Connected' to 'Network Available', then 'Data Tunnel Available' and then very quickly after that 'Not Connected'.
I have tried hard-resetting several times, re-installing the software lots of times and still the APN never stays connected for more than a few seconds. The 'Identity' page shows 'PIN: pending' which I assume has something to do with it?

I am lacking the knowledge of how the whole thing works - i.e. the interaction of the APN connection and the BES server etc. If anyone has any links to some technical details I would be grateful, plus if anyone knows what is happening with my connection and Enterprise Activation I would also be grateful.

Damn, I just tried it again and it worked....

I have tried to get this activated LOTS of times since around 12:00pm yesterday (about 28-hours ago) and for some reason it has now decided to work. I can only assume there is some timers that kick in if you fail Enterprise Activation a certain number of times?

I'd be grateful if someone who administers a BES server could let me know if this is the case.
