Biztalk Server 2004 Error : Open Session Failed

I am trying to send an XML file to convert it into an ANSI EDI file using hippa accelerator... Please reply if you know why this error occurs.
I have run the xsd2edi.exe file to convert the schema to edi transactions. The error still appears.
Error:
There was a failure executing the send pipeline: "TestBillEDI.HIPAASendPipeline" Source: "Microsoft.Solutions.BTAHIPAA.PipelineComponents" Send Port: "C:\Labs\TestBillEDI\Out\%MessageID%.edi" Reason: Open session failed. Ensure the HIPAA service is running.
OpenSession returned 0xf80a.
