Biztalk 2002 install error on username/password

While installing Biztalk 2002, I am receiving an error when asked for Biztalk Server Service Log On Properties. It is denying two valid user accounts, even though they are members of Local Administrators group and members of Biztalk Server Administration. They also have "Act as part of O/S" and "Log on as service" - A required priviledge is not hed by the Client. Thus it does not allow me to connect to the BTS databases which are housed on a SQL box. I also verified that the user accounts are also on the SQL box as well. Any suggestions as to how to get around this so I can complete the install?
 
Have you tried entering the FQDN of the account? Does the account in fact have permission to the Interchange_* DBs in SQL?
