Bizarre Netlogon error

Changing machine account password for account USCI$ failed with the following error: <br>
There are currently no logon servers available to service the logon request. <br>

My PDC has been logging this error in the event viewer off and on for a few weeks now. When it is logging the error it occurs exactly every 15 minutes until the server is rebooted. I have done some packet sniffing on the network but there is no traffic to or from the server when this error occurs. However each time that this error is logged there is a netlogon packet that is a broadcast from this server about 30 seconds before the error. Obviously these two are related, but there do not seem to be any packets to accompany the original netlogon packet. HELP PLEASE!
 
Not sure if it is the same problem, but we had a similar thing - see what you think...<br>

WINIPCFG sometimes renews, sometimes doesn't. Set the PDC registry value to 1 from 0 of<br>
Local\system\ccset\services\netlogon\parameters\disablepasswordchange<br>
then stop and restart the server services of all DCs.<br>

Is USCI$ a server/workstation that participated in the domain?<br>

I am suspecting that you have recently renamed one of the machines. Am I right?
 
No we have not renamed any machines with this particular name.
