Bitmap Image In Header Not Merging Into A New Document in Word 2003

Running a merge on a computer with Microsoft Word 2000. This document has a .BMP image in the header that was merging into a new document without any issues. When a user with Word 2003 runs the merge, the .BMP image in the header will not come over.

Any thoughts or suggestions?
