bit stuffer in vhdl

I've just started programing in vhdl and my first assignment I need to design an encoder and a decoder
the decoder has only one port as input and it recieves
a series of bits in packets of seven.
The question is how can I get the input. bit stuffer
was the first thing to think of. but the problem is how can
I design it (the bit stuffer).

I thank you in advance for your help.
 
Is the input serial? If so, what kind of protocol is it using? What level of design are you supposed to do - behavioral, structural or gate level? [sig][/sig]
