Windows updates the CMOS clock whenever the time or date are changed. The BIOS reads the RTC at power up and passes the information to the OS.
You would stand to gain very little by asking the hardware for the time of day since it is stored and maintained with only whole-second precision (at least, on the hardware I am familiar with).
