BIOS sees 250 gigs but XP install sees only 130 gigs

I just got a new maxtor 250 gig drive and was going to make it the primary drive and install XP. I booted the PC and my BIOS sees it as a 250 gig drive. I booted from an XP pro CD and was about to create a 50 gig primary partition when I noticed XP only sees around 130 gigs as the total size of the drive.

Was this fixed in later versions of XP. If I slipstread SP1 or SP2 into my XP install CD will it magically see the whole drive during install? I have not yet tried installing it as a slave in my PC to see if XP sees the full 250 in GUI mode but this is kind of strange that it only sees a little more than half the drive during install.

Should I use the maxtor tools to partition?
 
Yes, SP1 enables 48-bit LBA access which increases the 137GB limit.
