Is someone knows from where could I download bios flash rom file PhoenixBIOS 4.0 Release 6.1?

that is who made the BIOS not the actual version for your system (laptop, desktop)...

best place to get the CORRECT BIOS ROM file and flash utility, would be to go to the manufacturer of your system, e.g. if the mainboard is from DELL, go to Dell, if it is an ASUS mainboard go to ASUS, etc...

if it is for that TOSHIBA P300 Satellite laptop, mentioned in your other thread, go to TOSHIBA...

Never flash a BIOS by getting a BIOS from the manufacturer via a version number or date. If the computer manufacturer doesn't have a BIOS for your exact model of PC/laptop, don't chance it.

Take it from someone that has toasted a couple motherboards over the years with BIOS flashes.
