Out of frustration with his work, Detective Sergeant Paul Gillespie, head of the Toronto police's child exploitation section, sent an e-mail to Microsoft Corp. founder Bill Gates in January 2003 asking for help. In response to the message, Microsoft Canada has been working with the Toronto police force to develop new software, called the Child Exploitation Linkage Tracking System, to help investigators identify child pornography images and collect and analyze crucial information on perpetrators and victims. An initial version of the software, which will be built on an open standard, should be available by November 2003. So far, Microsoft Canada has already invested $600,000 Canadian (approximately $450,000) in the project. With the spread of the Internet, child pornography has become a major, worldwide law enforcement (and societal) problem.
