BGP Error: protocol not found in image error

I am provisioning a CE router running BGP and in global config I type router bgp AS-NUMBER and then get error: protocol not found in image error. I am configuring a 3845 with image 12.4(13r)t. Do I need to flash the router with an image with BGP or does it have to be unlocked within the IOS? Let me know what you think.

you must have like ipbase code if it doesn't support bgp , most versions do support it .

Exactly---that's what I was alluding to...just because it is 12.4 does not really mean too much...
