best way to set up schedule

I have 2 separate schedules in primavera professional 8.3. They are related in that one schedule (design) handles all of the work until it's passed off to construction. so in the design schedule, I have all of the projects and associated activities; in the construction schedule I have the same projects (the ones sent to construction) and their own set of activities.

Since many of the activities overlapp and go back and forth, they currently have a spreadsheet that has all of the info that relates to both schedules BUT is not an actual activity. When one group makes a change that puts the job back into the previous groups area, then they update the spreadsheet and send this back and forth. What I would like to do is mimic this effort so they can go to one place in primavera and get the same information. Each schedule has their own set of reports but this combined spreadsheet effect will allow us to create a combined report as well.

I am hoping someone has some ideas how to achieve this goal :) Any takers :)
