Best way to rebuild 2003 DC, F+P server

I have a 2003 server that is a DC with file and print servers, DNS, DHCP. I need to rebuild this, however I'm looking to build a replacement machine to build before taking the other offline. I would like to bring this up alongside the old machine for testing and then remove the old one. I would like to know the best practices to do this successfully.

Bring the new server into the domain.
DCPROMO it to a DC & install DNS
install DHCP
migrate the FSMO roles
if the old server is a GC, then make the new one a GC and remove the GC from the old one
disable DHCP on the old one and enable on the new one
make sure DNS has replicated everything
robocopy the data over & recreate shares
change the login script to point to the new one
DCPROMO the old one to demote it
