Best way to create Backup Server

Basically here is the situation.
Currently we have a number of Netware 4.11 servers . I have managed to free up a piece of hardware that is capable of running Netware 4.11 hardware support wise.

What is my best bet for a disaster recovery scenerio for dealing with these machines to provide the quickest recovery time at the least cost ?

Leaving a bare bones machine and then
1) Bit by Bit Copy to Disk images using a product such as Ghost ?

2 ) Backup / Recovery Software such as Veritas Backup Exec ?

Or other options. ?

Install new server in the NDS.
Copy files daily (incremental copy). I would recommend "ViceVersa Plus 2.4" for that purpose.
Run backup on the "old" server. Arcserve, Backupexe ...
In case of disaster you just change mapping in the login script and restore the new files.
