Best Screen Resolution

What is a good screen resolution to currently design/update an app for. Would a resolution of 1024 x 768 on a 17" screen be a good base standard?

Check ClarionMag.It did a survey to find out what resolution developers normally designed their windows for. I think 800x600 was the favourite. I personally use 1024x768 as it is difficult to format complex windows in 800x600.
