Regarding your first question, read a bit of the manual and see if MySQL suits your case.
Generally speaking MySQL is very versatile and therefore almost anything, especially related to the web, can be done.

However, uploading files, if you want to use BLOB objects, will become more of a Programming issue than a database issue.
