Best PRI Troubleshooting Tool

I am looking to get a tool to keep for troubleshooting a typical North American PRI circuit.

What do you guys recommend?

The minimum standard I would like to meet is "good enough to go to war with against an ILEC who swears there's nothing wrong with the circuit.

Take a look at the Sunset T10 or the T-Bird line of testers.
