Best Practices for Filenames/Folders for Private/Public

We have SharePoint Services running and it has grown into a mass of different departments using it in various methods within the Company. We would like to try and start consolidating the information, starting off with seperatation of Public and Private content. Are there any best practice documents referencing this or web pages noting how to do this? Also looking for any best practices concerning naming of files. Any help is appreciated.

i'd look into getting sharepoint portal server to aggregate all those loose end sites. either that or a third party webpart like corasworks that can roll up all the other sites. i think best practices concerning naming files should be left up to the organization to decide if possible.
