Where can I find the best practices for developing eLearning/CBT content?

These steps should be followed:

Outline the content of the course
Lay out a map of the parts
Write a treatment of the course
Select learner activities
Storyboard how the course will look
Produce any multimedia effects
Author the material
Evaluate the course

This should be a best practice but in my experience it's not...

Create alternate scenarios for people that need extra practice. and make any hands on simulation as close to reality as possibile. If you are CBTing a web based tool, make sure keyboard commands as well as mouse clicks are captured and are consistant.
