best practice for doing popup for reminder on events

Using Dreamweaver what is the best way to handle popups for reminders.
Need code.

Then just use an open Url behaviour attached to the body tag of the page your users will log in to. The page that opens will contain the reminders contained in your query.

I guess I can use an if statement in the body tag.
