Best place to Start CSS or Master Pages

Hi I am writing my first web ap in VS 2005. I am not sure what the correct method would be to integrate a constant look and feel across my site.

Should I be using CSS or should I not be using the master page option?

Kinda new to Web design so i want to keep it the most efficient and easily updateable.
 
You really need to do both.

Actually place all your css forms inside the app_themes dir and it will even work better.!!!

The key is that master pages remove the need for building the same tables and divs on each page and the css just shows how to display or format your pages.

you really need to go to the MS website and take a look at some of the new webcasts on asp 2.0 they do a great job of demo'ing how to use both Masterpages and themes and stylesheets. - You might need to scroll through a couple of weeks of webcasts but I believe you will find it very usefull
