Best Place To Find GPO Info?

I am trying to understand GPOs in a Server 2008 R2 AD domain with domain servers that are running the same OS. What I want to know is, when remote desktop is enabled on the server, how is that allowed to run if a GPO against the OU the server is in only allows, say, inbound ports 80 and 443?
