Best options for growing links and sublinks in a page

I want to have all links in a page. All links break into sublinks. I tried: Set text of layer, layers with mouseover, lists, opening a new window. What is the best option (I am ruling out table at this point)If I have too many sublinks for the primary links in the middle of the page will the layers work? How can I not overlap them? The the "no overlap propery on" but I want the layer to go away after user goes to another link. How can I do that?
