Best mainframe utility job to copy VB to FB 2

I recently came by the problem of converting a VB file to FB and removing the first 100 bytes and tried to do it with SORT but it did not appear to allow VB to reformat to FB.

Batch Fileaid does it. TSO =3.2 does it. Is there an easier way to do it in a job? I tried IEBGENER but it did not appear to like it either. Fileaid is supposed to be replaced soon so I would like to find a more generic solution.
