Best development system to use for IE and SQL

I have been asked to make a survey database, I intend to use SQL for this. The front end is ideally to be a web-based system which people will log in to with a username and password, and will be presented with a list of questions to answer, which is based on the login details.

This system is potentially going to be used by over 500 people per month.

My question is, what is the best development system to create web pages based on SQL server database back-end?

Up til now I have been using Access as a front end, so I am new to Web page programming!
 
If by SQL server database you mean MS SQL, then ASP.Net would probably be something to look into since it is a MS product.
 
Either ASP or ASP.Net will be your best bet.
