best application to do this?

so I have a .csv file with name, address, phone # and account #, I want to build something that I can enter in a phone # and the account will be displayed, something like a simple interface, with a search button where the resulting account # is displayed below, would access be the best application to build this in???

Access should work well for this. I would probably import the csv file into Access and then build the application.
