Bending ltrrng to any shape in a picture

Some where I saw how to take lettering or any design and have it conform to a multilevel shape in a PS artwork.
Can anyone help. Hopefully I have made myself clear enough.

If you mean to follow a circle there are many tuts that show you how to do that on the net.

If you mean to follow say a squiggly line, nope, without some major tinkering. Adobe Illustrator however can have text follow paths.

The example I saw was someone had created a sign with lettering etc. like a banner and then they applied to a surface on a picture in PS,that in real life had different levels. if you did'nt know better it looked like the banner conformed to all the differnet levels of the base picture.
