Behavior of Internet Explorer with Proxy Server 2.0 (on NT4)

I support a number of clients on a corporate LAN who require access to an internal web server on a private IP (192.168.16.7). They cannot access this unless they set that IP address in their browser proxy exception list. When they attempt to browse to this site (without the exception set) IE5 tries to go via the proxy, which cannot route to this address (being private). The requests therefore fail.

Why does IE not recognise this IP as private, and is it possible to configure MS Proxy Server 2 to handle these requests for private IPs in a more graceful manner. Most of the internal clients do not have the time to configure the browser each time they go to this web site, and I am not in a position to roll out new proxy exceptions via login scripts etc.

Any help appreciated.
